What do we pay them for?

Regarding Carlisle City Council’s proposal that their chief executive work part time for Allerdale Council, how on earth does Maggie Mooney have so much spare time on her hands that she can do both jobs.

Also council leader Mr Mitchelson states that the senior management team can step up to the challenge for covering for Ms Mooney.
Do these people also have spare time on their hands? Are we paying highly paid staff full time salaries for a part time work contribution?
I think the council tax payers of Carlisle deserve an answer to these questions.
